Who we are and what we do:
The Tennessee Army National Guard is currently accepting resumes for the position of Planning Analyst 6 (Master Planner). The purpose of this position is to serve as the Military Department contact for Master Planning and Planning Analyst issues; perform data analysis and real property planning requirements concerning Federal and State military actions for planning military construction projects that support units thru training facilities, housing, maintenance shops and readiness centers.
Maintain required National Guard Bureau (NGB) Master Planning Documents for the State Military, training sites and flight facilities as required by mandate. Maintain and update data in the following platforms ¿ Army Stationing Installation Plan (ASIP), Real Property Planning & Analysis System (RPLANS), Project Documentation (ProjDoc) electronic system, Army Headquarters Installation Information System (HQIIS) electronic system; Planning Resource for Infrastructure Development and Evaluation (PRIDE) database. Program and Develop DD 1390-91 Military Construction (MILCON) projects documents.
Key Responsibilities:
- Prepare MILCON Planning and Programming Documents to secure funding and approval by the National Guard Bureau.
- Conduct analysis for requirement of units and personnel located within the state.
- Establish and negotiate space requirements based on regulations with NGB Staff.
- Establish joint use requirements for joint use facilities.
- Develop space requirements based on unit type, unit equipment and population.
- Facilitate planning sessions with multiple participants for developing space requirements.
- Make inputs to HQIIS, PRIDE, RPALNS, ASIP, ProjDoc and ISR services reporting.
- Ensure that approvals / disapprovals are recorded in the appropriate system of record.
- Researches, analyzes and reviews complex and conflicting problems and issues, and provides findings and recommendations on problems / issues.
- Writing internal reports (explaining background, issues, and concerns) and presenting recommendations.
- Coordinates agency initiatives related to Military Construction acquisition and disposals.
Minimum Qualifications:
A four-year engineering, architectural or community planning degree from an accredited college or university is required; Working knowledge of engineering fields such as civil, mechanical, electrical, and architectural to achieve adequate planning for facility development and conceptualizing plans and 5 years of experience working in planning is preferred.
